    Spotted it too. And that might very well be the problem. For all intents and purposes, you are locking the Governor into one position. It can not adjust itself. Look at these two documents.

    The dent in the bottom of the float. Its a known problem, (but doesn't happen often) that one of the magnets falls out. Then the switch will not latch/unlatch right. Is the dent where a magnet is/was?

    Wouldn't it be easier to just take them out and test them on the bench? Apply voltage, watch it work, or not work. Then use a Multi-meter to check if the contacts are properly opening and closing? Pretty standard thing to do when troubleshooting.

    Work the lever back and forth, with the pump in the fluid. try and get the fluid into the pump and then let it sit a little longer.
