Odd turbo intake cross over

Mod to fit a turbo into a non-turbo truck without cutting the doghouse or giving the suspension a lift? On my truck we cut the interior lip of the doghouse, it doesn't show and didn't involve cutting the turbo. Still, I'm guessing that some sort of modification to improve clearance.

I would say maybe but I did a turbo conversion and even though I did do a 1/2" body lift it was not necessary, the GEP has a lower profile crossover (this is a GEP)
It seems unlikely the military would do such a conversion, but that was my first thought also.
It looks like this mod removed the profile above the turbo outlet that was to help evenly distribute the air flow.
