Ive always been interested in aircraft and constantly looks for pieces. I happened to find this in Pennsylvania a few years back. If you start looking you never know what you can find. its out there
I just bought within the last 2 weeks FS 16473 looked up by the code. Leave the fs off. 16473 was the color . Thus was in the new system. They also still had access to the old system
In the last 2 weeks I was able to have Home Depot look up paint by the FS code in their new system . You only use the number portion for the color. In my case 16473 aircraft gray. BTW my Home Depot also still had the old system to look up paint codes
I think I got it in Pennsylvania. I’m always looking for aircraft bits and this was one of the things I found. Have had it for years finally decided to work on it If your interested I would sell for $4500 dolly included.
That’s in black and white as to why you need it and in fact it says you have to have it. Anyone that has experienced push back from the GA dmv should have this section with them.
As far as the test goes take a few practice versions on line. You will find it’s not very difficult.
I have the GA class E. Prior to the class E Ga had a non-commercial class A that was the same class of license . When license renewal came 9/2018 my Class A non-CDL simply converted to the class E. No test of any kind.

I don’t know about the scotch bright. It’s not something I would have done. I not a pro though. Just a guy with some army trucks and some harbor freight spray guns.
You can not lift the paint with your nail. It will have a dusty scratch that removes by brushing with your hand, the same as CARC.
