It looks like a title but is a just a "certificate to obtain a title to a vehicle". Motor vehicles will use it as proof of ownership and issue a title or transferable registration in your state.

I can add bigger tires will be turning slower, given the same speed.
Also, those big tires are usually not rated for 65MPH.
