As to your query, GT Cepek are the only 17" rim that matches the factory offset on the HMMWV. They are a bit pricier than the rest but super nice, I run them on both my trucks...
I switched my truck to 17" civilian GT Cepek rims, and it was then with great pleasure that I surplused the run flat compressor that came in the 57K2067 tool kit.
Both of my 6.5T/4 trucks can cruise pretty comfortably around 65 MPH @ 2200-300 RPM on level roads.
Luckily the climb over the pass to get out of town is a 50 MPH zone so I don't need to push the engine too hard on the 6.5 miles of 7% grade.

There should be a 12 volt output on your 200 amp Niehoff. That's the best place to grab 12v power. (Although not sure what you intend when you say "powering reverse shift on shifter.)
And I left that ground in place when I switched my 400A to 200A also, it proved useful later...
My M1165A1 clocked in at 7340 and I imagine your two piece rims and inserts (vs my one piece steel rim and 17" tire), brush guard and flying nun roof account for the 600 pound difference in weight.
The seats fold up and it makes a decent cargo carrier. But the backs of the troop seats are not too strong so make sure the load is secured to the bed.
My regular exhaust does a pretty good job of marking the bay floor and my Tahoe . . . I really need to hook up some kind of exhaust hose to remove the fumes outside the garage when I start.
