Used the scope to do an FFT on the waveforms, measured the amplitude difference between the fundamental frequency and the harmonics. Then run that thru a spreadsheet to calculate THD.

Actually, it is possible to convert a 15 kw 804 to single phase. It's just done a bit differently than a 12 wire gen head conversion. A few people have done it and can pull 15+ KW.
Also the L3-L1 L3 position on the AM-VM switch will cause the %Load meter to register the TOTAL load on the generator, not just what's connected to the L3 lug. It registers the load on L1 & L3 combined.
The overload was/is probably dirty contacts inside S8. When in 120/240 setting S8 connects R12 & R13 in parallel for an effective resistance of 3.75 ohms. The combination of R12 & R13 form the burden resistor across CT3. If S8's contacts for R13 paralleling aren't making contact the effective...

To check R10, 11 & 12 you need to disconnect 1 of the wires from each resistor so that 1 terminal on each has no wires on it. I think you'll find they are OK.
The original resistors are no longer made. The manufacturer does make a newer version that will mount up just the the originals.
