Your description is perfectly correct when describing the sprag transfer case found in the M39 and M809 series trucks. The original poster has an M939 series truck which does have a transfer that operates similarly to a deuce, direct engagement when air pressure is applied.

I've run into this problem on my A0. I sprayed some PB Blaster into the line that goes into the governor. I had to pull the compressor head off and clean all of the carbon out that I had loosened and was causing everything to not seat.
I'm sure it can be made to whistle. Best bet sound wise would be to find a Deuce with a C Turbo and install a muffler. It silences the bark but none of the whine and it's one of the things I miss about owning a Deuce.

Quick rule of thumb without looking closely at the sidewalls. If you can fit your fist between the rear tires, 14's. If you can't slide a finger between the rear tires, 16's.
