As Simp5782 said, take it apart & either clean or replace the little O-ring at goes on the base (drain petcock). The O-ring is either dried/cracked or in need of some rejuvenation with some silicone grease.
I'd love to help but I'm mired in a pool rebuild and my trailer is loaded with several tons of bagged Quikrete. Perhaps MuleMac01 could be enticed to help, he makes trips to SoCal.
Agreed, that is well worth saving and selling to a private collector. There are private owners of tanks & armored vehicles around you who might be interested in that, you should be able to find contact info through the MVPA.

The commercially available 12R24.5" Goodyear G177 specs a diameter of 45.7 inches (max load 7160-lbs each in dual config, 14,320 per dual)....coupled with the 445/65R22.5 Goodyear G278 (max load 12,300-lbs each), it lists an overall diameter of 46 inches.

On my M920 I could not fit any 20-inch wheel over the front brake drums; I tried some steel 22.5-in wheels, and these would not fit either (brake drum diameter too great). So I borrowed some 24.5in wheels and they fit just fine.
The M916A1 (Freightliner) front drums are slightly smaller...
You know what you'll be getting with the rebuild: an AirPak that you should never have to worry about again. With an NOS/"new" AirPak, who knows...unless you know the date of manufacture/rebuild and it hasn't been sitting on a shelf or in someone's yard for 20 years or more.

I’d compare the cost of sending the long style off to be rebuilt against the cost of a NOS short style...if you send your long style in to be rebuilt, at least it will be a direct bolt-in when it’s returned.

I wonder about the probability of moisture getting into the steering assembly and causing something to corrode and/or stick while sitting for long periods of time.
Might be worth an upgrade to install an air dryer, as well as an extra air tank or two.
