Another problem i had with a no start was the connector for the 2 governor wires, if there is a doubt just hack off the old plastic connector and use covered spade connectors

Yup, glowplugs and the ether bunny dont play well together
Have you tested the glow plugs with a multimeter to verify they are not burned out?
mine requires a preheat at anything below 50*F for a smooth start
So these load testers are like 3 separate heaters with adjustable load, each leg is a separate heater when set up for 3ph.
When testing 1ph, a buss bar is placed between all 3 legs so the load is spread between 3 heaters instead of just 2 and gives the option for 240v test instead of only 208...
