There is is a little estimation and some variables here. The extended boom is 16' long at 45 degrees, add the height to the ground (~8'), Roughly 20' to the tip of the boom? then subtract the length of the rigging/cable/hook etc.

I would agree with mobileauto2000 that the brake problem is likely farther upstream than the wheel. Maybe the reason only the RR wheel was smoking was that it was the one that had the least running clearance. (adjusted out the more than the others). I would look to a sticking air/hydraulic...
