The passenger side front gladhand behind the bumper should have NO valve in the piping, and the gladhand cover should have a little bobblehead vent that the cover on the driver side gladhand does not have.

Welcome. I would think it's unusual for a truck of that age to have dry-rotted tires. If the CTIS isn't working, those sidewall cracks may be sidewall damage caused by being flat so long and often. I'd replace them before driving at speed.
Yeah, that plug holder bracket will have to go. I was looking at putting a box there, but that would be a good place for a water jug. I want to keep close to the original military look with the cover, so I'll just have to deal with the dust.
