My understanding, according to a " Solar " friend of mine is that with no line power you cannot use your panels unless you have battery backup in place.
I have a heavy duty relay on the positve battery lead contrlled by a keyed switch on the dash. I leave my light switch in the ON position always. Insert the key and turn on; lights are on. Then start the engine with the normal start button. I have used this setup in 5 trucks with no issues.
I'd start with taking the solenoids apart in the PCU, cleaning and verify that all are working and not sticking. . Ohm your coils too. If all is good, start checking wheel valves.
You can replace the female QD connector on the hose by reaching up from the bottom through the fan. no need to remove shroud or radiator. It's a PIA but it can be done.

I put a Kats 11612 block heater in yesterday afternoon. Took about 45 minutes to drain and catch the coolant and about 30 minutes to remove the freeze plug and install. Easy job .
My setup looks a lot like yours except I don't have AC but I do have a blank pulley in it's place. Mine takes the 98 inch belt which a Dayco 5080980 works perfectly and is less than $15.
