You should test the output before trying to put in a new set.
If you put in the new set then test, if it's failed then it won't turn off and you might fry the new set you are using to test.
A stripped down A2 variant starts at 6k lbs. With a hard top, rear hatch, aircon, heavier frame, and everything else yours has over that, I'm actually surprised it's only 8k lbs.

That depends entirely on the LED driver.
Some are capable of dealing with a range of voltage input. Some say they are, but don't last long when used higher than 12V nominal systems.
If cost is an issue, then you can just buy 24V LED bulbs to put into the incandescent housing.
The lower end fram filters are reputed to be of very poor quality overall. I don't know if that is entirely true or not, but I don't recall ever seeing anyone tear them open or test them and dispute it.
The higher end fram filters seem to be better quality, but the reputation of the cheaper...
