Yes, the inner tubes will do just fine. They are usually good for a size up or down. Inner tubes for 9.00-20 have successfully been pressed into service for the 11.00-20 tires. One size DOWN is likely better than stretching the tubes into a much bigger tire.

A burr at the ferrule can cause persistent leaking. You could polish the ferrule with fine sand paper or scotch brite, then blow the line through and clean the ferrule, put a dab of grease on it (to grease between the line and the nut) and reassemble. If it still is not dry, tighten a little...

Um...hose runs from air supply to the wiper control valve in the dash and then to the wipers. What you cut after that dash valve doesn't matter, as long as you leave the dash valve closed.
@HDN Looking good! I just did my two piece rims. I used a 3/4 Milwaukee impact to spin the nuts off. They were on tight. I suppose you will be using new O-rings as well. How do you plan on sealing the beads for re-inflation?
