Yes, the regulator is by far the easiest repair. Also, keep in mind the large resistor on the regulator is prone to failure and 5 out of 10 regulator failures can be repaired simply by replacing the resistor. You can spot the failure if the carbon pile is pushed out of the resistor. Easy...
Note that there isn't supposed to be a hole in the canvas for the air intake. You want to draw in warm air from the engine compartment if it's that cold. It's in the TMs somewhere. That being said, i did cut a hole in mine and stitched it. I'm wishing I hadn't...
The coldest I've started the deuce is 28F below zero. I really do think the hood blanket (sorry, should have called it a "Hood Cover Kit") makes a difference. Below about +20F, without the Radiator Cover, I can forget getting the engine up to operating temp (~185F). So ya, seriously.

Yes, you are absolutely right! I installed a 1200W block heater (by removing a coolant plug near the rear of the block) and it starts right up now, tested down to -20F. Made a HUGE difference. Here's the cold weather mods I've done that really do make the difference:

By field manual, do you mean the -35? The -20 manuals will contain much less information. I found my manuals (-10, -20, -35, -35P, -ESC) on ePay and from a radio company in England. They still come up on ePay every so often. I have not been able to find a -20P. I'm not aware of any...
