Short answer is no. It sounds like you either need to adjust the parking brake va parking brake handle to tighten up cable or it time for a pair of shoes for the parking brake drum.
Maybe replace the springs in all three overflows. Over the years springs do wear out and lose tension pressure. You aren't going to see it but they do.
What about m929 or a m8 series dump? M929 you could get a exhaust brake for it. I know it not a jake but better than nothing. The m8 series would be a manual 5 spd but could put a jake on it since has 855ci cummins in it.

Just take the drain out of the 45 degree fitting. The way the drain works, it solid at the end of it. As you screw it in holes on the side of the shaft move up to allow ant-freeze to drain. So just sticking something in it won't work the way you think it should. If you don't want to take drain...
