If they are all hard lines, you can replace the metal rubber washers that are on the lines. There should be two per banjo bolt ( one on either side of the line mating surface). From there I check the overflow valve on the pump. Also check the check valve in the back of the head on return line.
Just reread your post again. It sounds like you only mess with the one on top and the star wheel. You need to adjust the back one (main fuel rack) out first some than do top (startup) and finally star wheel. That maybe why you still having problems (still don't have enough main fuel yet). You...

When you switched from wmo to fresh diesel, you could of loosen some crud caused by running wmo. I would change the filters, blow out lines and go from there. If they don't filter the wmo well it could of left deposit of crud in fuel system and when you change to fresh diesel it cleaned(loosen)...
