    Strange CTIS issue - could use some input

    May be overstating the obvious, but has the ground be verified? My CTIS ECU connection cable has a separate wire and ground lug that attaches to one of the ECU mounting screws. I always start any electrical / RF troubleshooting issue by verifying connection to ground.

    The forms (if DMV says they are needed in your case) must be completed as part of the application for title. Application for title must be made before purchasing the license plate. Sorry, but you are probably going to need to call DMV and get a ruling from them!
