Thanks for adding the link to discription, helps to put vehicle picture with the acronym. I know from experience that everybody knows what a CMP HUP is but that's a horse of a different color.

Interesting, but could you give a better link to the particular unit, or the actual name of the unit to make search easier, the site is quite large.

If the fan blade tips were painted red, I would have suspected safety warning turning part. Fan blade tips on all my engines are painted for that reason.
The painted to protect from corrosion during long term storage, makes way to much sense to be the reason.

Try unplugoing the bailout connection a couple of times this sometimes cures the problem.
Obvious question if you reverse the location of the headsets swap them at the bailout connection does the problem switch sides. If so likely bad head set. If problem doesn't move then swap the entire...

Great photo, hope you upload it so more people will see it. Or enter it MV of the month. Like the photo because the detail of the truck show and it is not lost in the background, OD vehicles are hard to photograph guess that's why they picked the color.

Probably a State by State matter
You ask a good question, one that probably doesn't have a simple answer. I've been driving my MVS wearing Vic-1 headset for 30+ years and have never been bothered about headset, lots of curiosity stops and occasional questions about them when I climb down...
Have you checked the rear springs? Is the truck crabbing when driving in a straight line? How about doing X measurement front to rear axle.
But as others have mentioned if this change took place in short period of time then something has slipped. I'd be concerned that it could slip again...
