Combine the citrus strip, with pressure washer, and hot hot water. This really works on the military paint used before carc. Paint striper of any seem to work best above 70F.

How fresh is the gas? I have this same problem with all three of my gas MVs in the spring goes away with first full tank of fresh gas.
If the hesitation persist with fresh gas then the other suggested problems, accelerator pump, or low fuel pressure at idle are likely causes.

Driving any of my MVs in the snow is great fun, 2 inches wet snow no problem, 2-3 feet of snow no problem, driving on road that has been plowed FORGET IT all my trucks have standard non-directional military tires.

They also make good catch basin covers, all the catch basins on my road were covered with them 50 years ago when the road was built they're all still their holes are just the right size to keep the culverts from getting plugged with debris.
