2nd gear spins directly on the shaft. Maybe you are referring to the 5th gear sleeve? The collar of that sleeve/bushing goes towards the back of transmission. (Some older diagrams had it wrong.)
Compare yours with the dimensions shown below...
It seems to me that Ø "B" is within specs but Ø "A" is definitely too big...?
FWIW, "A" is 1.22" for the wheels on Deuces and M37s, and around 1.28" on HEMTT and FMTV wheels.

AFAIK only the gassers and the A3's have tapered side panels. Multifuel trucks all came with straight/square panels (= 9" tall, measured from center of hinge pin to top edge, front and rear).
No way can it be flush! It's a 308 NR- type of bearing, which means it takes a snapring (#NR90). That makes it protrude exactly 0.2197" (+/- 0.006), according to the bearing books.
The question is if it has been- or if it can move- further out than that, after the retainer broke?
The only thing that holds the whole mainshaft assembly in place is the rear bearing snapring and that bearing retainer. If the retainer breaks (like shown in the pics) the MS will shift backwards (due to the axial component of force from the helical gears). About 1/8" is enough for the 3rd gear...
Post a picture of what you are intending to buy. The weight of the tire itself is clear. And then someone here will know what that particular wheel weights.
Then tell your seller to put that combo on a scale. That tells us if there is a runflat inside- and even what type.
Why go to a shop if you can do it yourself!?

Wait, you need to get your transmission out of gear, before anything!
It seems that the whole drivetrain is severely wound up. Otherwise the TC would go into neutral without excessive force on the shift lever.
Safest is to jack-up the rear wheels (either side) and then try again, shifting...
