IMO... Fix the one glow plug, then move on to the other checks if necessary. First time cold start with one plug out can produce a puff of smoke like you describe.

Not all "boxes" have contactor (solenoid) inside. Some are full of fortune cookie relays and chop stick parts.

My guess is a short circuit in the system or a weak breaker. The guage surge ??? more likely a dip in voltage, is my 2nd guess. The click could be the self-resting breaker behind the dash.
