I would say yes it needs to be removed.
I'm sure it is possible to do in place somehow, but will be MUCH easier to do on a work bench, and lets you get a better look at everything else going on with the starter.
Rather than self tapping screws, you might consider investing in a rivnut tool and some riv nuts for this. I've lost count of the number of riv nuts I've installed into my truck for mounting various equipment and such.
