Make sure the bulbs say 24 volt on them somewhere. Some bulbs that are older stock have the vacuum inside leak and then the bulb fails immediately like you describe.
Maybe the lift pump failed. Maybe an electrical connector in the ignition circuit failed. Maybe the fuel pickup in the tank is plugged. Usually I suspect the injection pump but it’s safe to eliminate that at this point.
Looks like you are very close to already knowing what you will learn from the foia inquiry. Internet searches might get you the unit histories even if the units are disbanded.
What is spinning in the panel is called a Riv-nut. You will need to carefully drill out the bolt and then the old riv-nut, and then replace the riv nut with a new one. McMaster Carr has riv-nuts.
