Mine is located on the passenger side air tank facing the outside of the truck but up near the top. Fairly easy to get to when you need to bang on it. I'll have to see how easy it is to replace.

Did you clean the fuel filters on the fuel pumps? White smoke from a diesel is an indication of lack of fuel. The fuel pump filters on my 003A were highly varnished up and had crud in them.

The original A2 VIN should be there. However, you are going to need to convince the State of California to not only change the year of manufacture, but also the model and VIN numbers on an existing title. I doubt you will have luck with that. I'd leave it titled as a 99 A3 if it was me...
