In short, the OT64 is overly complicated because too many politics got involved.

Just a roofhatch / manhole, theres two of them, one for the commander and one for the back seats behind the driver. No special gun mounts there, and I doubt the thin sheetmetal roof would appreciate one either ;)

Are we talking t813 or t815? On the 813 there is a connector on the air pressure regulator at the right side of the rear bumper. I'm not sure if you can fill the truck using that connection though, I recall there is a one-way valve in there.

Parts are cheap and a piece of cake to get for the old urals (at least, in europe). And in true eastblock style, most of those cheap easy to get spare parts are either already broken or simply do not fit :D

It's not just the efficiency of the engine. The amount of gearboxes, differentials, hub reduction, tires, etc are the big impact on the fuel consumption.
Swapping the engine is a piece of cake (with the right tools, money and time). Why you would want to is beyond me, a 19 liter v12 turbo is beautiful.
Swapping the gearbox is a completely different story, it's mated to the drivetrain, this will require some serious engineering.

In Europe with current diesel prices, about 0.9 euro per kilometer, all in. That means fuel, oil, tires, small parts, the works. There is no cost per month as long as you dont drive it (maybe some insurance/tax/garage depending on location).
On the valves: up is open, down closed. Use only one tank at a time and open both feed and return valve on the same side, otherwise you will pump fuel between the tanks. Left tank has an extra fuel return line without a valve, this is the overflow from the injectors.

Dont buy MAN for offroading. MAN is nice for high speed "semi offroad" / "unpaved", but its not an offroad vehicle. Tatra is. Then, a MAN 4x4 uses the same amount of diesel as a Tatra 813 8x8. Tatra has the 7-seat 4 door cab, MAN has a 4-seat 2 door cab. Spare parts for Tatra are a lot cheaper...
