Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

Not being a smart @$$, but there's 28 pages of info here about what you seek. :)

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

I think it's 125 miles max length for a trip, not a yearly limit.

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

I have seen his other, more detailed e-mail to Yancey. They conclude it was "designed for off road use" for two reasons: 1) Some unnamed person in the DLA decided to put "Off Road Use Only" on the SF97 for some of the trucks sold at auction. 2) AM General sent a letter saying they were "not...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

This just gets dumber and dumber. And to think... this guy's biggest achievement is to be in charge of a division that controls something which he knows nothing about. There's no question that military vehicles will all fall under this category in the future, regardless of what these ignorant...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

I think the changes will start to trickle through around July in VA. That was something one of the members of our group heard from the State Trooper.

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

Your guess is as good as mine. They didn't even know. It's a good bet that the state police and DMV will choose to define it as any former military vehicle.

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

All vehicles that fit the definition of a "former surplus military vehicle" or whatever they said MUST register as such. They are not eligible for registration as Antiques.

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

This is what sucks about the bill. It gives all power of interpretation to the officer who pulls you over and whether or not the judge agrees with him. And then poof, 5 years of use gone. It's an absolutely horrible bill in its wording.
  9. MaverickH1

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

The new bill specifically says the vehicles can't be registered as antiques. I would assume that was the only plate option you can get until it gets changed.

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

They changed the wording in the Administrative code in September of last year. The State Police are saying that vehicles are REQUIRED to have an FMVSS sticker as the first inspection item. Retraining is "supposed" to be coming later this year. I have a few inspectors on the lookout for the...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

There's the subcommittee meetings, conversations with senators on the side before and after that committee hearing, conversations with the State Trooper supposedly in charge of safety inspections in Virginia, phone calls with senators, e-mails with them, conversations with the bill's sponsor in...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

I'm trying to help you understand how the DMV and VA State Police AND THE LEGISLATORS understand the issue. There's no value in trying to convince me. I know they weren't designed for Off Road Use Only. They are road vehicles designed with Off Road Capability. And that's a huge difference.
  13. MaverickH1

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

Not entirely true. They have no idea what they're talking about. The DMV and the State Police has a much broader definition of which military vehicles were "designed for off road use". The bill is worded horribly and vaguely. And it doesn't matter what Carrico or anyone else says in congress...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

Yeah, that's my YouTube channel. I spliced that video from the senate and house stuff after our subcommittee meeting. The takeaways from the video are: 1) Carrico still doesn't seem to understand what the definition of vehicles impacted are. I can promise you the DMV will not agree with his...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

I tried very hard to get them to change the definition, because it's a horrible definition. In a way, they agreed. But nobody has the time to do anything about it. If I told a lawyer that the definition of a "Former Military Surplus Vehicle" was "a multipurpose or tactical vehicle that was...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

The intent and the verbiage of the entirety of the code make it pretty clear to me that only vehicles registered with the FMV plates are free from inspections AFTER a "certificate of safety" has been given to the DMV. Which is a terrifying thing, since it's not defined. That means the DMV...
  17. MaverickH1

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

To summarize it, the VA Code is written to give the "Superintendent" which I assume is the State Police Superintendent the authority to define inspections. As legislators typically do, they punt the details of their legislation to the unelected bureaucrats in departments like the DMV, or VA...

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

It does. But registration won't matter if the state police are being honest about every one of them failing inspection. When you fail inspection, your only option will be the military plates. That is their position.
  19. MaverickH1

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

Basically. The biggest annoyance to me is that no amount of facts or logic seemed to enter the picture. No senator asked of the State Trooper "Captain, do you have evidence to support that these vehicles are more dangerous than any others on the road in VA today?" Nothing of the sort. The...
  20. MaverickH1

Bad Bill for Title Military Surplus Off Road Moves to Virginia Senate

It does, but the looming monster is still passing inspection. Which state police swears it won't pass again once their inspectors are "re-educated". The version that left the subcommittee after our appearance allowed ANY vehicle to be registered as normal as long as it passed inspection. So...
