The problem with leaky cylinders on the backhoe is that a lot of the seals are below the level in the hydraulic tank. The oil keeps slowly seeping past the spools in the lever valves and drips out of the busted cylinder seals whether you use the hoe or not. Disconnecting the two main hoses going...
My tank has a removable, round lid with suction tube, return, and level sender attached to it. There is an additional pipe bung welded in on top of the tank where the vent fitting is screwed in. I was referring to the latter.

The angle fittings with the orifices are easy to remove after pushing out the pin on the cylinder rod end and tilting the whole cylinder to vertical. That position is also good for bleeding any air out of the circuit.

FluFarm remembered correctly. Rear pump is 26gpm@2450psi and the tool circuit is fed by the front pump, which delivers 8gpm@2450psi (from TM 5-2420-224-20-1 UNIT MAINTENANCE MANUAL)
The manual does not show any orifice in that circuit. The noise you hear is from the over-pressure relief in the valve. I think the restriction are the hoses between valve and tilt cylinder, which are considerably smaller than all other hydraulic hoses on the FLU419.
