I think when they say not to drive it with the PTO engaged, they are talking highway speeds. On page 97 of TM 5-2420-224-10, under 'Moving The Vehicle', the manual states: 'PTO must be disengaged or pump will be damaged' before moving.
As Natrgatr said, make sure the PTO is engaged. To engage the PTO, move the lever to the rear with the clutch depressed. You can hear the PTO when engaged. Also, make certain you never drive the FLU419 with the PTO engaged or you will cause damage. The switch for increasing RPM on the rear...
