87 HMMWV Replace Hydraulic Fan ?

I purchased an 87 HMMWV last year and recently noticed during highway driving @ 50-55mph . It felt as if the engine would loose power . Engine temp appeared normal. First thought was the fan clutch. This one has a Hydraulic fan type. On this type of cooling fan, is it normal not to "free spin ". Coolant is good and full. Should I replace it with another? Could I have a leak in the hydraulic hose or low in fluid ? Where would the reservoir be located ? Any ideas ? Thanks, Mike
