Armor Kit Question

I see the MTVRs sometimes for sale on govplanet sold completely without the cab. I'm assuming there are regulations to selling the MTVR with the armor kits to the public? Seems that most of the newer 2007+ AMK25A1s are sold like this while the earlier 2000s models are sold complete but with just a standard cab. I guess my question is can a cab from an earlier model MTVR be put on a later model? Are the newer models different/better in any way? Thanks!
