M35A2 Hydraulic Head Question

I removed my Hydraulic head to address a no start condition. One of the keepers, clip and button fell off the shaft. (All parts replaced by Big Mikes) Upon disassembly of the head, under the gear between the gear and head case there was a very thin rubber washer that was torn in half. My question is, a rubber washer between two rotating metal parts just does not seem right, and the thickness of this washer is critical due to changing the position of the fuel shot down block on the shaft. I can not find any information on this washer, or a replacement washer anywhere.
Any help would be greatly appreciated.
