Maryland State Inspection- HMMWV registered as an AM General Pickup

I have an M998 that I purchased out of state with a clear on-road title. I have since registered it in the communist state of Maryland (sorry don't mean to offend, but we know how the state is) with Historic tags. It is registered as an AM General Pickup (per the out of state title). I am now trying to get a Maryland Safety inspection done so I can haul my trailer and garden tractor. I have attempted to go to my local inspection station out in western Maryland, but have been informed by the inspector that they can't inspect it. They were informed by the MDSP that due to the 6 digit serial number that they could not inspect it and whatever other reason.

So, my question, has anyone successfully gone through the Glenn Bernie MVA inspection or what steps have you taken to get your HMMWV past the Maryland State Safety Inspection?

I have a feeling that I will need to change out the tail light assembly to have the silly DOT stamp on the tail light lenses, to pass the inspection. Other than that I should be good to go to pass.

Any help would be greatly appreciated.

First, your registered here as a PA resident, and asking a nefarious question to circumvent a Maryland law. You've been told by Maryland officials the inspection station to go to, but yet you ask SS members how to "get past" the inspection. Respectfully, We have enough issues with Humvee's here let alone post such a question.

When I first registered with Steel Soldiers, I lived in PA. I have since moved to Maryland and lived in MD since 2011. Thanks for pointing that out. I'll correct that.

Secondly, I'm not stating that Maryland State Officals told me where to get my M998 inspected. I went to a licensed Maryland State Inspector to get an. Inspection done. I was informed by the inspector that the managing Maryland State Tropper informed the inspector that he was not allowed to do the inspection. Because of the 6 digit serial number versus a 17 digit VIN.

What I was asking was if anyone has taken their HMMWV to the Maryland Motor Vehicles Glen Burnie Inspection Station to go through the State Safety Inspection done by the Maryland State Police.

Besides having DOT approved lights, reverse lights and a light for the license plate. I was also inquiring on what else I might need to go thru the inspection.

I am a Maryland resident with an HMMWV registered as a Historic Vehicle in Maryland. To haul anything or to pull a trailer, you have to pass the **** safety inspection.

I am well aware of the requirements of Historic, Street Rod and Antique plates between Pennsylvania, Maryland and Virginia.

I'm not asking SS members how to beat the system here in the People's Democratic Republic of Maryland

I heard the historic tag laws recently changed. Where did you hear that you cannot tow a trailer with historic tags?
i know they state limited use and to and from service stations and parades etc. I see people driving on historic tags often
I don’t think they really enforce it. I had military trailers Inspected about 10 years ago in md they called in the trooper to give the ok on the serial numbers only being 4-5 digits they let it pass at that time. Glen Burnie may be your only option let me know how things turn out

Did MD recently change their inspection vendor? applus.
Many states have been changing to the same vendor and the impression is going to a federal safety inspection, not a state safety inspection.soon

CALL the Glen Burnie office Monday AM, ask for a specialist (that’s the buzzword) who deals with military vehicle registration and title.

I went through this in Oct ‘16, spoke with a very nice older woman who knew exactly what and how. Wound up registering historic, went through a local tag/title place, had tags/registration in 3 days, title in two weeks.

YMMV, but I’d advise calling. Write your questions down first, it makes it easier to refer back to details.

So, currently my M998 is registered and tagged Historic in Maryland. I do take it out on the roads. I just wanted to be legit when hauling or driving the M998 more than 1000 miles a year.

If you register your MV in Maryland as Historic, you are not required to have a MD State inspection. With historic tags you are limited to driving your vehicle to shows, your mechanic, limited pleasure drives, parades and other similar events. If you use it as a daily driver or use it as you intend to use it you will need to register it as a truck or similar vehicle which will require a MD inspection. DOT requires registration for commercial vehicles and by vehicle weight. You are probably exempt from DOT based on private use and weight.

I have several 5 tons, and a deuce, all registered as historic. I pull a trailered gen. set and a water buffalo to shows and events with no problem. I also pull a military 35' semi trailer with my tractor also with no issues.

You can ask a DMV "specialist" as one member suggested, but many folks at MD DMV are not well informed about the details of the law. The MD State Police have the last say.

Sent MD State Police a question. Received a BS blanket statement response. Stating how the HMMWV does not meet the COMAR, the 17 digit VIN, as a buyer you sign a hold harmless agreement, off-road use only. Again all BS. When I brought to their attention actual facts readily found. Their response was to "Go to MVA". MVA just wants to collect a fee, get you a title. The MDSP control motor vehicle inspections. Its a shame that they can't get their stuff right.

Take my money, give me Historic Tags, but ****ed if I try to have a safety inspection.

I should request a formal letter on their Department Letter Head stating that: The MDSP ASED does not know how to address the ownership of FMVs and allowing exemption from Maryland Safety Inspections, thus allowing owners of FMVs to register them and have MVA issue standard tags versus Historic tags.

I'm not actually going to request anything from MDSP. I wouldn't want anything negative to come about. I will on the other hand keep the responses from MDSP in case I have to go to court for doing something I'm not supposed to be doing on Historic tags.

Looks like I will be going through this soon as I should have an M998 here in the next 3-5 days. I will post what happens I plan to try getting it inspected for regular tags first

Update, got pulled over by a MSP, issued a warning with 3 violations for pulling an empty trailer in my M998. Not sure if this tropper his a stick up his hind side.

What blows my mind is the MSP Barracks in Hagerstown have a HHMWV with a Maryland issued State Tropper tag.

If MSP Automotive Safety Enforcement Division will not allow registration or inspection of a HMMWV for the residents of MD, how the **** are they exempt?

Who issues Tags to MSP? Do they have their own statute that allows them to manufacture their own tags? I'm sure that the HMMWV was a USG sale to the state of MD. Thus making that HMMWV a second hand vehicle, therefore requiring inspection within 30 days of registration.

I'd like to know who inspected the vehicle.

As i have said, just want a normal registration so I can legally tow a trailer in this god forsaken state. I know my M998 will fly through the **** safety inspection.

Love the double standard in this state.

HMMWVs have been available to police and fire departments for many many years. That doesn't mean you should be able to drive one on the roads.

What exactly were the 3 violations he / she stopped you for?
