Ospho on CARC Paint

I've got a M1088 tractor that I'm converting to be an Expedition Vehicle. I've had it for a month now and have been working mostly on tires and brakes. While I had two rear tires off, I painted some of the frame behind the tires with a 2 part black primer.

I scuffed and treated some small rust areas with Ospho applied with a spray bottle. The painted areas around the rust spots got some Ospho as well.

I'm completely new to military trucks and new to CARC. On my truck, the CARC seems a bit rough, if you run your hand over it, you get some paint dust on your hand.

Where the Ospho got on the CARC, the CARC got a bit darker and more solid. It seems like a better surface to me.

So my question is, would it make sense to apply the Ospho to the CARC as part of the paint prep process, not just on rust, but all over the paint on the frame?

I usually just essentially "acid" wash the truck with a ridiculously strong degreaser (causes legit chemical burns even mixed at proper ratio) and that gets rid of any nastyness in the carc and any spray paint on the truck in the process. Then straight to paint.
