Surface rust.....treat then paint

I have used recently Rustoleum Rust Reformer in the 8 oz. white bottle.
I wire brush it as best I can and then wash it, rinse, and let dry. Apply per instructions and let dry.
Paint over it within 1 hour after drying using an Alkyd Primer.
Then topcoat as needed.

I have also used spray can paint over it but I believe you have to wait longer for it to dry before you spray.

Can't say how well it will stand the test of time, but so far seems to be perfectly fine. No reason to think it will fail prematurely.

Sandblasting and priming would be my first choice.
Then using a wire wheel on an angle grinder second.
Third a good cleaning, wire brushing, cleaning again, then using this rust reformer, prime, paint.

Light rust (like stains): degrease and apply 20% dil. phosphoric acid or products like Ospho and equivalents, with 3M Scotch-Brite.
Heavier surface rust: do sandblasting or use angle grinder with 60 grit flap disc, then treat with Ospho.

Sand it or angle grind it down to bare metal then a good etching primer maybe 4 light coats then paint.

After sand blasting, or using a flap disc, I've been using Moeller 025802. It's an acid etch zinc phosphate primer. It's primarily used on aluminum, but can be used on steel as well. It's supposed to be used below the water line. After it cures, I apply several coats of rapco "383" green. I've been using this method for small parts, and brackets. So far so good. I eventually plan on painting my truck with this method.
