It indicates which way the steering tires are pointed.

No, not illuminated. The paint might be the 'glow' type but I never noticed if it is. This device is handy for such times as being towed out of a mud hole, along a slick road, in snow, etc. Sure beats having to open the door and look at the tire. How many times have you seen someone being towed with their front tires aimed the wrong way?!
