What is the function of this component inside the TOW missile trucks

I used to have an M1045 with that same TOW mounting point, as well as the missile racks (my truck also had the TOW wiring harness hung off a mounting point on the B-pillar). The racks took up the entire bed beneath the rear hatch.

I think that mounting point was where the TOW launcher was stored when in transit. As I said, "I think" this is how it worked. I hope someone who served can confirm this.
Come to think of it, maybe BLK HMMWV already stated it.

Yes Traverse and Elevation Mechanism.
Your base plate in your picture looks like the part on the far left with the exception your part is bolted to a mounting bracket to allow it to attach to the floor of the HMMWV. Then you have a coupling piece to clamp the T&E mech Far right part to either the mounting plate up on the top of turret or stowage bracket inside HMMWV. Last picture is the 3 parts together
