Was it listed as a rebuild? Most of the listings seem to be listed correctly....noting the rebuilt status. If not.... I feel for the Guy. I hope he enjoys it!

A step deck will be too high. And on the fuel mileage issue? I was thinking more like 2 MPG!

I just put 2 batteries in the side step box. The stock cables are long enough too. That helps.
I also bought 2 air ride seats one for driver and one for momma. They came from a you pull it for big trucks. They are recline able and more comfortable.
They aren't made very tough. And they sun Rot quickly. I would just put plugs in the holes. I think 1/2"? Just check hydraulic level with flashlight or dipstick. That's what I plan to do when I manage to break mine. Just my 2 cents.
