That's what I was going to write. Back in WOC school, we had a 3 day course on several "Tool Kits", and the HISTRU was one of them we all had to make two hoses. And that tool seems to ring a bell as a larger hose flaring tool.
I did just look at one of my regulators, it has a rather "soft" potting material, it could be silicone based, I have no idea how you would go about de-potting something like that.

When you try and start it, and it will not crank over, check this. Find K2. Set your MM, (multi meter) on VDC. Put one lead on K2-X1. K2 is the crank relay. X1 is where the voltage goes into...
