Just keep at it. The heat will help by expanding the brass. Then let it cool to contract and spraying the penetrant on it will help draw it into the threads. If you have a spot to hit, you may want to tap the top of the sender lightly with a ball peen hammer and a punch. That may jar some...

When I did the brakes on my Deuce I rebuilt two of the wheel cylinders. Rebuild kits are out there, just getting harder to find.

I would replace the lines in my opinion. If it is rust, there may be corrosion in the lines you can't see.
