@KKroger - Thanks for the tip. The TM I have does not show the power steering pump I have. Our HMMWV is the one with the reservoir on the pump / pulley assembly.

How long ago was your last HMMWV registered - DMV'd in Oregon?
Did you buy your HMMWV from GovPlanet and get the SF97 from them?
If you got your SF97 from GovPlanet did you also opt for their title service?

UPDATE: I added some ATF fluid to the resevoir on the power steering pump a couple nights ago - made a bloody mess overfilling it - and I was able to turn the steering wheel left and right. It sure does make a lot of noise though. Does the howling indicate a power steering pump issue?

@98G - I don't see any of those panels in my bed or inside the passenger area - see photos.
@Retiredwarhorses - I tried turning the adjuctment knob on the brake lever both directions and did not have any luck.
@FlameRed - I saw that, but I also saw folks with Oregon tags so not sure what to make of it.

I think our HMMWV is a M998 older model. I am looking for a TM that shows where the cable is routed. The TM I found shows access panels for the parking brake in the bed of the truck but we don't seem to have those access panels.

I cannot engage the parking brake on our (new to us) M1097R1 HMMWV. It feels like it is stuck when I try and lift (engage) the parking brake lever.
