m1078 conversion to brush fire truck
Why not put the tank under the tray. There is a lot of room there even if you need to split between 2 tanks. Then the tray is available for carrying other gear. -

I will play the numbers game with you. $3000 gets you about 1000 gallons of fuel. air brakes + mud + frost
All the trucks we ran in the artic were air brakes. Just make sure before winter that the dryer is functioning correctly and you drain the water out of the tank regularity. We also used anti freeze in the air lines when necessary.
