Pacmaning means it has one light on that is racing back and forth across the panel continuosly.. Plug in P301 has been replaced.. pins are straight

Working on a M1083A1 and my gauges are not receiving power and my Dash indicator is Pacmaning... Ground is good. Replaced whole dash harness, triple checked connections, all fuses and relays good. found no broken or burnt wires. Getting the correct voltage everywhere else but no power to...
