I prefer to unbond at the ground then wrap up the unused wire and safely zip tie it away. I cant imagine why what you described is happening. The only thing I can think of, is your breaking a ground connection to something that is needing it, so it was backfeeding. Disconnect it at the ground...

Compare the AC voltage between the 002/003 style and the 017 style. the 017 have a bigger stator but very similar. If the AC voltage in is roughly the same it should work fine.
The military practically runs on 3-phase. Anything 'militarized'. Any civilian equipment is typically 120v (laptops, battery chargers, smart boards, etc). All your portable field equipment is 3-phase.
Can you take some pictures and post a diagram of the current VR? Yours is a oddbal prototype Mep-004 or something. A mep-004 regulator might get the job done.
