Yep, plenty plated HMMWV's around here.

Texas loves the HMMWV

Arizona was no problem.

South Dakota is happy to register a HMMWV without any issues.

Tennessee is good to go. I’ve yet to have issues with any thing I’ve had to get title work done. Plus anything including trailers that’s 25 years or older and still in its military colors, does not have to even display a tag. You just need to have it in the vehicle.
