You guys should see the ebay ads-
Kuwait, Egypt, Poland. I think these are parts scavenged from trucks abandoned in Afghanistan. 😞

Maybe, maybe not most of those locations have US basses and all those countries use the HMMWV

Ok, just to close the loop on this the problem seems remedied by a new voltage regulator.

- With the old regulator, I got no output except perhaps every 5 starts at random.
- With the new regulator, I get output every time and the output is in the "sweet spot" on the meter where the old one was a little low.

The dead regulator was made in 2004, so I guess 21 years of service isn't something to complain about.
I appreciate @TOBASH 's help working through the PCB.
