M1009 1986 front bar documentation

Greetings from Norway!
I suddenly got an issue with my front bar (is that the correct word? If i translate the norwegian word directly to english, it would be "cow catcher"). The norwegian DMV gave me a note that the front bar is not approved for road use. I don't know how the rules are overseas, but here we have the EU rules. As it turns out, the rules say even original front bars must have some form of approvement/documentation i.e. from the manufacturer. Does someone on this forum have documentation for this? Any help would be much appreciated!

Yes in the parts tm it's listed as a stock part.
