It is not true 2 phase power, the household suff we are familiar with is just a center tapped tranformer , if You put a meter across both hots it is still only 1 phase.. but in referance to each other , yes they are 180 out of phase, but real 2 phase would be 90 out of phase.

The rotary ones work better, but You can use the static starters, then again it may not push the load as good because it will have to overcome inertia and start the compressor too. If You have an unloader to dump air from the compressor , it will be easier to start,,,,also dont forget the motor...
