A SAE 5 hole is NOT evenly spaced. :)
It's like a puzzle. You have to hold the gasket and keep trying it a bunch of different ways, until... bingo, the right hole alignment.

OK, let me help out in some layman's terms.
Your first picture. I would clean up as much of the film as possible on the aluminum. The gasket is a standard SAE 5 hole. The rubber around the top is how you position the height of it when it is in the tank. That is where you lower it down...
