This directly conflicts with my experience.
Here's what I experienced with operating the rear PTO on my M936A2 -
Transmission in neutral.
T-case in neutral.
Engage the rear PTO.
Transmission in 1-5. (Remains at idle).
Immediatley adjust throttle for 1500+ rpms.
Run the fuel line into a jug of diesel. This will tell you if your problem is with the fuel tank.
Edit - also check all your lines and fittings between the lift pump and the small filter on the block.
